Legal stay in Poland

EU citizens

As an EU citizen you may stay in Poland for up to 3 months without having to meet any conditions other than holding a valid travel document or other official document confirming your identity and EU citizenship. To stay in Poland longer you have to register your temporary stay.

Please, read the instructions fully before proceeding with registration.

 

What do you have to do:

  • fill out the Application for registering the residence (the form is available here, the instruction is available here),
  • gather the documents needed for the application,
  • bring all the documents to the regional office.

 

What documents do you need:

  • the completed application form,
  • 4 up-to-date passport photos, 35mm x 45mm,
  • copy of the ID/passport, all pages with annotations (original for view at the regional office),
  • copy of the health insurance (original for view at the regional office),
  • confirmation of the student status under the Erasmus+ programme (received from the International Office or Welcome Point),
  • a written statement confirming that you have sufficient financial resources to support yourself without needing to rely on social assistance benefits, or proof of such resources (the proof might be;

At the ticket/number machine choose option: „Cudzoziemcy UE/Zaproszenia/PDP”. Tickets can be collected during the working hours or until all available numbers have been issued.

What do you need to remember:

  • procedure can be done only by you, in person at the regional office. It is not done by the student houses of University of Wroclaw and will NOT give you a PESEL number. Our student houses register your address which is a different process,
  • the application must be completed in Polish (hence the instructions),
  • all the documents have to be in submitted in Polish or with a certified translation into Polish. The register of certified translators is maintained by the Ministry of Justice and is available here,
  • all the documents should be original or a copy certified by a notary public. They can also be certified by an authorised employee at the office itself upon presenting the original document with the copy,
  • do not leave the procedure until the last minute, there is more than a thousand of students arriving to Wrocław at the same time and the lines after 3 months may be long – check the availability of the tickets at the office frequently,
  • your proof of sufficient financial resources might be: certificate confirming the possession of funds in a bank or credit union based in the Republic of Poland or another Member State of the European Union; a statement of the credit card limit issued by the bank that issued the credit card; a document confirming the award of a scholarship with the amount stated.

 

NON-EU citizens and owners of TRC from EU countries

In aim to enter the territory of Poland, you have to obtain a visa from a Polish Embassy or a Consulate located in your country of nationality. If the visa doesn't cover your entire stay or if you have any other document granting you a stay in Poland for up to 90 days, after that period ends, you have to submit the application for the temporary residence permit (TRC).

If you own a TRC from any other EU country, it allows you to stay in Poland for 3 months. Before that period ends, you have to apply for the permit here.

Since 27 April 2026, applications for temporary residence permits, permanent residence permits, and EU long-term residence permits in Poland can only be submitted online through the MOS portal (Case Handling Module). Paper applications sent after this date will not be processed.

 

Below you can find a shortened instruction for submitting the application. Before you start, read the detailed instruction that can be found on the Mos Portal.

 

STEP 1. Get a PESEL ID and create a trusted profile (Profil Zaufany)

To create a trusted profile you will need a PESEL ID. Follow the instructions on the www.gov.pl to do it.

To sign and submit your application, you must have an active Trusted Profile (Profil Zaufany). Go to Trusted Profile – gov.pl and choose one of the methods:

  • online banking (useful if you need a Polish bank account),
  • or identity confirmation at an official point – either any of the Tax Offices or City Halls in Wrocław.

After activation, you will be able to log in to Polish government systems and sign documents electronically.

 

STEP 2. Create an account in the MOS Portal

Open the portal MOS – Case Handling Module. You will be redirected to login.gov.pl. Log in using your Trusted Profile.

 

STEP 3. Start a new application

After logging in choose the “Temporary residence permit” and select “Studies” as the purpose of your stay.

Fill in the application form in Polish. Your personal data must exactly match your passport. You can save your progress, and continue later, or edit the draft within 45 days from the last modification.

 

STEP 4. Upload the required documents

Some attachments are needed during your online application process and some will be necessary later, while you visit the office in person for the appointment. Check the list on the  MOS Portal.

 

STEP 5. Forward your application to the university

For residence permits based on studies, University of Wroclaw must electronically sign part of the application.

Provide the correct university e-mail address. The system will send the university a link to complete and sign the required attachment. Without the university’s signature, the application cannot be submitted. The university is obliged to complete it within 30 days.

Be careful, you cannot change it once you send it, any mistakes will mean the university will not receive your application and you will need to start the application process from the beginning.  

Note: Until 31.05.2026 an e-mail address responsible for signatures is welcome@uwr.edu.pl. After that date the address will be changed and the instruction will be updated.

After the university signs the attachment, you will receive the message that your application can be submitted.

 

STEP 6. Sign and send the application

Sign the application using your Trusted Profile.

Following the correct signing and sending the application, you can save it in the PDF and XML formats and receive the Official Confirmation of Receipt (UPO).

Following the verification and approval of your application by the voivodeship officer, you will be able to download and print the certificate of application for a residence permit in Poland, which will replace the existing stamp in your passport. The services responsible for controlling legality of residence will receive information on the application you have submitted.

 

STEP 7. Wait for the answer

After submission the voivodeship office will review your application. You will receive a request to appear in person and you will need to present your original passport, provide fingerprints, and give your specimen signature. You will be asked to bring the remaining attachments as well.

 

Important tips:

  • please, be aware that the university’s electronic signature may take several days – start the process as soon as possible,
  • don’t submit a paper application - paper applications submitted after 27 April 2026 will not be processed,
  • the application for granting the permit will be processed within 60 days of submitting a complete application together with the necessary annexes and required documents.
